Perhaps it would be a good idea to first of all figure out what you want in a mascot, then perhaps people will just start drawing it!
I assume you want something feline but apart from that you could consider the following:
1. How far along the spectrum from animal to human with cat ears do you want to go
2. What kind of feline (domestic or large wild cat and perhaps what species or breed)
3. Fur pattern and shades (try to provide an image with spots of the right shade and sample patterns and don't get too fussy and complex)
4. What kind of setting/personality and pose would you like?

If I had this information (and also some modicum of free time) myself and many other lurkers on this site could probably whip one up!
